Sitio Cavan is located in Barangay Tapong, Pulupundan, which is situated in the province of Negros Occidental. There are an estimated 500 to 600 people residing in this community. Fishing is the resident's primary source of income, while some earn from selling goods in the market, and some have their own sari-sari store in their house. The only way to access this community is by crossing the Bago City River via a small boat from Bago City. Residents of Pulupandan cannot directly reach it from within the town. Moreover, crossing the river depends on high and low tides to ensure safety. While travelling from Pulupandan to the sitio, one can encounter dead ends, expansive mangrove plantations, and local farms.
Cavan Elementary School is located in Sitio Cavan; it has a total of 205 students from grade one to grade six. Unfortunately, nearly 60% of the students are struggling with reading comprehension. Several factors hinder a student's ability to progress and perform well in their studies. One of these factors is the lack of parental guidance, as parents may have to work to earn money instead of focusing on their children's academic progress. Secondly, children who get distracted in class may not be able to develop their academic capacity to study independently, as they may prioritize assisting their parents over attending classes. Lastly, socioeconomic challenges such as income inequality and food insecurity may also affect a student's academic performance.
